Title Web-Based Surveys for a Nationally Representative Sample

Abstract Many organizations have developed techniques for Internet surveys but none have successfully targeted a nationally representative sample. This paper will discuss a methodology that is designed to overcome this inherent shortcoming. The strategy involves starting with an RDD sample of households and then equipping these selected households with simple Internet access units. This paper will briefly discuss the advantages of this approach and will then focus largely on the challenges posed by this new methodology. The project is about two years old and we now have considerable information on cooperation and response rates, coverage and nonresponse bias, response bias, and overall measures of data quality. The paper will conclude with lessons learned and recommendations about topics such as sample design, panel relations, questionnaire design, and data profiling.
